The footage below was posted on YouTube October 15th. According to NBC 5 it was recorded by a Joliet iron worker driving home from work on October 14th.
The iron worker drove up on a car accident and saw people bail out. One of them, a black man in a ski mask began walking up and down the expressway in slow traffic trying to secure a new vehicle.
He was eventually successful, taking a red SUV by force.
Illinois State Police found the stolen SUV abandoned hours later. The car involved in the accident was also stolen.
It is a sad commentary on how outrageous crime has been allowed to get in Chicago:
